The CC&Rs Is Your Friend
With any home improvement, your first stop should be the covenants, conditions, and restrictions (CC&Rs), the document that lists the community bylaws, rules, and regulations. Typically, CC&Rs contain a list of ideal colors, materials and styles, along with instructions on how to apply for approval. Rules that pertain to gutter replacement may specify gutter profiles — for example, half-round gutters may be preferred in some communities — and gutter materials. The HOA may require gutters of a certain color, which means you might not be able to pick bare-metal materials like copper. If the CC&Rs is not clear on its gutter requirements, it’s best to consult with an HOA representative.
How To Obtain HOA Approval
Prepare a clear and detailed proposal for the HOA board. Upon submission, your proposal will be reviewed, and they may schedule a meeting or phone call if there are questions. A little bit of research on the basics of gutter build and design can be helpful. If possible, keep a paper trail of your discussion with the HOA via emails and text messages as a reference in case of future disputes.
If your proposal isn’t approved, the HOA board should be able to provide the reasons why. Rejections were often due to non-compliance with the CC&Rs, and you should be able to make changes as needed and resubmit your proposal. It’s important to keep in mind that gutters are an essential part of your roofing system, and gutter replacement shouldn’t be prevented outright.
What Happens After Approval?
Once your proposal is approved, your next step is to find a gutter contractor that can follow your proposal’s specifications. On one hand, this can make your search easier if there are several contractors in the area, as the project specifications can help you narrow down your choices. On the other hand, it can make your search more difficult if there are just a handful of gutter contractors available. Your HOA may offer a list of recommended contractors, and it’s worth asking them to maintain compliance, as well as keep delays and disruptions to a minimum.
